Kairi's Weapon? Explaination:

The only time Kairi ever used a weapon was during the battle in The World That Never Was. She finally saw Sora again, but the Shadow Heartless overtook her. There was a flash of light however -- this could have been time skip, where Riku striked his Keyblade and defeated the Heartless -- which made the Shadows disappear and Ansem (Riku) takes her by the arms. Ansem (Riku) then hands her a Keyblade.

Ansem (Riku): Take it.
Kairi: This time...I'll fight. You know Sora's completely hopeless without us! C'mon, Riku!

Kairi's Keyblade has a flower design to show a feminine side and is indeed designed after Radiant Garden (Hollow Bastion's true name and Kairi's birth town), but after my further researching, there's not much information about her KeyBlade and why she can wield one. A possibility as to why she may wield a Keyblade is due to her pure and strong heart.

There are some rumours going around a forum I found, that Kairi's Keyblade could be formed by her emotions and that she never knew that she has one. It is also rumoured that Ansem the Wise probably hid the Keyblade from Kairi when he and Riku were collecting information about Organization XIII. When they were all reunited in The World That Never Was, Ansem must have given the KeyBlade to Riku so he can hand it over to Kairi when the time comes.

If you remember way back, Yed Sid once stated to Sora that the Keyblade can only be used by the chosen ones. Those chosen ones in the video game were Sora (the Kingdom Master), Riku (the original Kingdom Master), King Mickey, Roxas and then Kairi. In conclusion though, the video game has never further explained Kairi's weapon with actual facts.
